Minister For Children Welcomes Criminal Law (Sexual Offences) Bill 2015

The new Criminal Law (Sexual Offences) Bill 2015 is to introduce a range of reforms of the law, containing significant measures to protect children and young people from sexual abuse and exploitation.

The Minister for Children and Youth Affairs, Dr James Reilly has "strongly welcomed" the policy, which is said to recognises the reality of modern life for children and young people and the new ways in which they can be at risk.

"I particularly welcome the measures which creates new criminal offences to protect children against grooming and on-line predators. With the growing use of social media, it is important that there are new offences to criminalise adults who contact children for purposes of sexual exploitation either online or by mobile communications including texts.

"The Bill is welcome in explicitly establishing a range of new offences related to actions intended to sexually exploit children with potential prison sentences of up to 14 years.

"I also welcome the provisions of the Bill related to the use of video recorded evidence of children in a trial setting.

"This government has taken a wide range of actions to support the protection of children and young people. This new Bill published by my colleague Minister Frances Fitzgerald is another vital piece of legislation intended to strengthen and modernize the law in respect of harm to children and young people in Ireland and beyond. It is a further step towards the ratification of a number of relevant international instruments including the Council of Europe Convention on the protection of children against child sexual exploitation and abuse; and the Second Optional Protocol to the UN Convention on the Rights of the Child."
