Cowen Delivers Fourth Budget To Dáil
Minister for Finance Brian Cowen is delivering his fourth Budget to the Dáil, warning that the global economy is "beset by uncertainty".
Mr Cowen announced that €1 billion had been allocated to public transport, while €9.3 billion has been granted to education, including €95 million for capital funding for primary school building projects.
A new system of vehicle registration tax was announced, which will have a new seven-band system based on CO2 emissions, instead of engine size. Annual car tax will also rise by 9.5% for cars with engines that are 2.5 litres or smaller and by 11% for vehicles with larger engines.
Contributory old-age pension will rise to €223 - an increase of €14 per week - while the non-contributory pensions will rise to €212 per week - a rise of €12. Carer's allowance will also go up by €14 per week.
There will be a rise of €6 per month in child benefit for first and second children, bringing the amount to €166, while the benefit for the third and subsequent children will increase by €8 to €203 per month.
The price of cigarettes will go up by 30% for a packet of 20 from midnight tonight.
Mr Cowen is also expected to announce a reduction in stamp duty on second-hand homes, after last month's figures showed a drop in stamp duty receipts.

Refusal Of Pay Rise Would Be Hypocritical: Cowen
The Taoiseach in waiting, Brian Cowen, has told the Daíl it would be "hypocritical" to not accept the mammoth pay rise he'd expect from his new role. Mr Cowen will receive €38,000 more per year as Taoiseach, which is €6,000 more than the total average wage.

Judges 'Guilty' Of Levy Failures
