Co-Habitation Bill To Be Published Soon, Says Cowen
The Taoiseach in waiting, Brian Cowen, has told the Dáil the Government will be publishing a bill on the rights of co-habiting couples.
Mr Cowen was responding to questions from Labour leader Eamon Gilmore following yesterday's court ruling that a lesbian couple living together with a child can be regarded as a family under the European Convention on Human Rights.
The Tánaiste said the government plans to put the issue to the house in an upcoming bill to protect the rights of co-habiting couples.
Mr Cowen says this would have to be examined by officials, but the bill on co-habiting couples had already been circulated among the relevant departments and would be brought to government shortly.
Legally recognised civil partnerships were introduced in Northern Ireland in 2005.

Fianna Fáil have restated their commitment to assisting distressed homeowners facing repossession. The party's Spokesperson on Environment and Local Government, Barry Cowen, said that assisting people in mortgage arrears and families at risk of losing their home through repossession must be a priority for the next Government.

Staff levels at the Private Residential Tenancies Board (PRTB) have fallen by almost 50% in the last five years, according to Fianna Fáil. Spokesperson on environment and local government, Barry Cowen, said that the staff cutbacks were revealed by figures obtained by Fianna Fáil through parliamentary questions.

22 Homes 'Little Comfort For Homeless People' - FF
The announcement of the delivery 22 modular homes before Christmas has been described as "little comfort for homeless people" by Fianna Fáil Spokesperson on Environment and Local Government Barry Cowen. Deputy Cowen said that as of September, 738 families are homeless in Ireland with the vast majority of these based in Dublin.
